gang, and I find that the Provincial Government are very anxious to disperse them as they consider that they have revolutionary designs. The Ex-Tutu Chan Kwing-ming, who declared the independence of Kwangtung last summer, is a native of the Pinghoi District and he is suspected of fomenting another rebellion against the Kwang- -tung Government. There is indeed suspicion that the object of pirating the $. S. "Childar" was to obtain treasure to assist in financing such a rebellion.

The Captain Superintendent of Police is using the utmost endeavours to trace the whereabouts of the perpetrators of this daring piracy, and with the assistance of the Chinese Authorities I am confident that in oourse of time many of those who took part in it will be brought to justice.

In the meantime I am considering the question

of bringing Ocean-going Steamers engaged in the coastwise trade in China within the scope of the Protection against Piracy Ordinances 1900 and 1913. Some precautions against such acts as those committed on board the S. S. "Childar* are necessary.
